Set up this host's plugin service

Direct localhost/Tailscale owner administration only. Starts a one-time setup of the plugin manager as a per-user service (a launchd agent on macOS, a systemd user unit on Linux) with the node's own lifetime: no terminal and no administrator password. It copies the node's environment into a verified manager runtime, so the first setup takes a few minutes. Returns the status at once; poll GET /v1/plugins/managed/service for progress. A running setup is not restarted, and no setup starts while a refresh attempt for a new Skulk build is copying a runtime or restarting the manager on it, a background retry included; a host that already runs the manager as a system service is not changed and is told to repair it from a terminal.
