Use the built-in capability store as the catalog source

Direct localhost/Tailscale owner administration only. Body: expected_revision (the current catalog source revision). Replaces a private catalog with the built-in capability store: the source becomes the store's catalog address, read anonymously, and the discovery trust becomes the store's publisher trust, verified through its TUF repository from the root this build ships, exactly as the store published it; the private catalog's revocations do not carry over. A host already on the store is left unchanged. Nothing is fetched from the catalog or installed. A refused change answers 409 naming the cause: this build does not include the store, expected_revision is not the current revision, the store's trust could not be verified and no current verified copy is held, or another catalog operation is in progress.
