Read the host's catalog source readiness

GET 
/v1/plugins/managed/catalog/source

Report whether a catalog address and discovery trust are configured and whether the catalog credential is readable, without network I/O, addresses, paths or credential values. builtin_store says whether the source is the built-in capability store (configured from the start; its trust_revision is null until the first read verifies it), and builtin_store_available whether this build includes that store. Requires plugins:read.
