Configure the host's catalog source

Direct localhost/Tailscale owner administration only: set a private catalog's HTTPS directory, document basename and the publishers trusted for discovery at expected_revision, optionally provisioning a write-only bearer. This replaces the built-in capability store as the source. Omitted fields retain configured values; initial setup, and moving from the built-in store, require the directory and trust. The built-in store's own address is refused as a private catalog. A private catalog's existing revocations remain in force across its own trust updates; the built-in store's revocations do not carry to it. Moving the catalog requires supplying its credential again. Nothing is fetched or installed. A refused change answers 409 naming the cause, such as a stale expected_revision or an expired or older trust.
