Read this node's restart recovery record

/v1/internal/restart-recovery/record

Return the record this node keeps of what the cluster was running: ordinary placement intents by stable install ID, the steward proposal audit, and when the content was last confirmed current. A master that starts cold after a whole-cluster restart fetches the freshest record from the node that holds it. Requires loopback, a direct trusted-fabric peer, or the authenticated operator gateway.
