Get intelligent-fabric cognition status

GET 
/v1/steward

Report whether intelligent-fabric mode is enabled and whether a steward placement currently exists, with its model and instance id when present, plus a one-word lifecycle 'state' (disabled, downloading, starting, ready, degraded) derived from those fields and the liveness canary's history. The steward is the fabric-maintained resident assistant; see the steward chat endpoint.
