Preview pending field telemetry

GET 
/v1/telemetry/preview

Return the current field-telemetry consent state and the exact pending sample batch that would be sent to the ingest service, so operators can inspect precisely what leaves the cluster. Collection is opt-in and content-free (metrics, hardware classes, and error classes only).
