Read selected purposes, versions, operation digests and declared runtime requirements independently of child enablement and readiness. Scope is this API host's local manager. Does not attach, repair setup, enable children or call providers. Requires plugins:read or direct owner authority. Missing metadata remains unknown; retained uninstalled selections do not imply usable capacity.
