Read this host's plugin service setup

Whether this host's plugin manager is set up and answering: absent (never set up), setting_up (with the current step), ready, unavailable (set up but not answering), failed (with the reason), or unsupported (this host cannot run it). After a Skulk update, the minutes the host spends bringing the plugin service to the new build (copying a matching runtime, restarting the service on it, or registering it again) also read as setting_up, with purpose update and a progress sentence saying so; if that update fails, the status is failed with purpose update and an error naming the next step. Answers before any setup exists, and never waits on the runtime copy. Requires plugins:read or direct owner authority.
